아시아 시민 단체들은 한국 국가인권위원회의 인원을 21.2% 축소하겠다고 밝힌 ! 대한민국 정부의 계획에 다시 한번 깊은 우려를 표합니다.

저희는 지난 금요일인 2009년 3월 20일, 행정안전부가 한국 국가인권위원회에게 2009년 3< FONT face=바탕>월 26일에 열릴 차관회의와 3월 31일에 열릴 국무회의에서 직제개편안을 처리하겠다는 사실을 통보했다는 사실을 알게 되었습니다. 저희는 이러한 행정안전부의 제안을 막으려는 긴급한 시도가 없? 摸?/SPAN> 이와 같은 조직 개편안이 위에 언급한 차관회의와 국무회의에서 통과 될 것이라 예상하고 있습니다.

저희는ICC가 대한민국 정부에게 위의 조직 개편안이 강행될 경우 현재 A등급을 받고 있는 한국 ? 慣퓽㎰廢맛?/SPAN> 등급을 재심사할 가능성이 있다는 내용의 서한을 보냈다는 것을 알고 있습니다. 이와 더불어 조직 개편안이 강행될 경우 2010년부터 3년간 수행하게 될 ICC의 의장 기구 지명도 무산될 수 있다는 내용도 대한? 慣?/SPAN> 정부에게 전달한 것을 알고 있습니다. 저희는 ICC의 이러한! 행동을 환영하며 대한민국 정부에게 전달한 의장님의 서한을 전적으로 지지합니다.

이와 더불어 저희는 이번주에 제네바에서 열리는 22번째 세션에서 대한민국 정부가 조직개편안을 강행할 경우 한국 국가인권위원회의 등급을 재심사 할 것을 재확인 하는 결! 의안을 채택할 것을 요청합니다. 아시아! 시민 단체들은 이로 인해 대한민국 정부에게 더욱 강력한 메세지를 전달할 수 있을 것이라 생각됩니다.

저희는 무엇보다도 아시아 지역의 국가인권기구들이 지속적으로 인권을 보호하고 증진시키는 그들의 권한에 지속적인 위협을 받고 있는 상황에서 한국 국가인권위원회와 같이 발전하고 있는 기구의 독립성이 중요함을 다시 한번 강조합니다 .

Dear Ms. Lynch,

We write to you once more regarding our deep concern about the plan of the government of the Republic of Korea (ROK) to reduce by 21.2% the staff of the National Human Rights Commission of Korea (NHRCK).

We have received information that last Friday, 20 March 2009, the Ministry of Public Administration and Security (MOPAS) informed the NHRCK that it would table the proposal of the reduction of personnel at the Vice Ministers’ Meeting , which will be held on 26 March 2009, and the State Council Meeting, which will be held on 31 March 2009. We expect that the proposal will be approved during these meetings if no timely intervention is made.

The Asian NGOs Network on National Human Rights Institutions (ANNI) believes that the government’s arbitrary and unilateral reduction of the NHRCK’s personnel and budget in the aftermath of the NHRCK’s unfavorable decisions is the most flagrant form of violating the independence and integrity of a national human rights institution.

We wholeheartedly endorse the NHRCK’s position that any changes in the Commission’s organizational matters, including staffing issues, should be made in accordance with a process fully respecting the independence and autonomy of the Commission. We also endorse the NHRCK’s demand that the Prime Minister and the MOPAS should cease from pursuing the plan and meet with the NHRCK to discuss a rational resolution of the matter.

We have also received your letter to us dated 23 March 2009, wherein you stated that you have responded with a formal letter to the government of the Republic of Korea to voice your concerns and urge the government to reconsider the current proposal. We indeed welcome your response and support the ICC in this call.

We do urge you, however, that in addition to this, the ICC, during its 22nd Session in Geneva this week, adopt a resolution reiterating its resolve to place the NHRCK under review should the proposal to reduce its staff be implemented by the government. This, we feel, would bring forward a much stronger message to the government of the Republic of Korea.

We cannot emphasize enough the importance of protecting the independence and integrity of the NHRCK, an exemplary institution in and beyond Asia, especially during these times when more and more NHRIs in the Asian region are struggling against efforts that threaten their capability to promote and protect human rights.
