영국에 체류하고 있는 레즈비언 페가 에맘백시가, 28일 영국 현지 시각 오전 8시에 이란으로 강제 송환될 예정입니다. 한국레즈비언상담소는 Warwick Morris 주한 영국 대사에게 "영국 정부의 이란 레즈비언 페가 에맘백시 강제 송환 중단을 요청"하는 성명서를 전달하였습니다.
영국 정부의 이란 레즈비언 페가 에맘백시 강제 송환 중단 요청 (Appeal for Stopping Repatriation Process of Iranian Lesbian Pegah Emambakhsh)
1. 안녕하십니까.
2. <한국레즈비언상담소>는 가부장제와 이성애주의에 저항하는 한국사회 레즈비언의 독자적인 권리운동단체입니다. 1994년 이후 인권의 사각지대인 동성애자 여성의 인권을 위해 일해 온 <한국여성성적소수자인권운동모임 끼리끼리>를 전신으로 합니다.
3. <한국레즈비언상담소>는 동성애자를 사형에 처하는 이란의 법을 피해 영국에 체류하고 있는 페가 에맘백시가 난민 신청이 기각됨으로 인해, 8월 28일 영국 현지 시각 오전 8시에 이란으로 강제 송환될 예정이라는 소식을 전해 들었습니다.
이란으로 돌아가면 단지 동성애자라는 이유 때문에 사형에 처해질 수 있는 상황임에도 영국 정부가 이대로 페가 에맘백시를 이란으로 송환시키는 것은 심각한 인권 침해를 자행하는 것에 다름 아닙니다.
<한국레즈비언상담소>는 페가 에맘백시의 강제 송환에 반대하며, 이에 Warwick Morris 주한 영국 대사에게 편지를 전달하는 바입니다. <한국레즈비언상담소>의 영국 정부 비판 성명도 첨부하오니, 참고 바랍니다.

Appeal for Stopping Repatriation Process of Iranian Lesbian Pegah Emambakhsh.
Dear Sir,
We, Lesbian Counselling Center in South Korea, truly hope that you can help British Government to change its decision to deport the Iranian Lesbian, Pegah Emambakhsh to Iran, and let her stay in the United Kingdom safely with her needs for right to live protected wholly.
As you may already been informed, if Pegah Emambakhsh repatriated to Iran she would be immediately killed under the Iranian anti-homosexual laws. She would be pelted by stones to death as her former lover had undergone those procedures and died earlier.
So, we think you could easily imagine that the British Government’s late decision for deportation of Pegah Emambakhsh can cause cruel and inhumane result for this guiltless lesbian. Homosexuality, in this case lesbian identity more accurately, is not that is to be dealt as guilt, crime, sin or evil in any given situation. It is just one of the basic rights of human being to live as happily as possible with individual’s having freedom to love whomever s/he attracted to. International organizations, like WHO and UN are trying to prescribe homosexuality not as mental disorder or disease but a natural sexual identity anyone in the world can choose or decide for her/himself. And we know that your country also has progressive policies for the homosexual people: Civil Partnerships Bill(2004) and Equality Acts(2006). Iranian Government, however, is now wielding extremely homophobic punishment to its homosexual people, therefore the Iranian homosexuals need international support for their survival. Therefore we hope that British Government give its commitment to protect British homosexuals to Pegah Emambakhsh in the same manner.
Sir, please, help the British Government withdraw its order to deport Pegah Emambakhsh and let her get proper status of refugee in the United Kingdom. We are strongly asking you and your government to remember the 33rd provision of Universal Declaration of Human Rights and the Convention Relating to the Status of Refugees: “No Contracting State shall expel or return a refugee in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened on account of his race, religion, nationality, membership of a particular social group or political opinion.”

영국 정부는 이란 레즈비언 활동가 페가 에맘백시의 강제송환을 중지하라!
- 영국 정부의 이란 레즈비언 난민에 대한 강제 송환 조치를 비판한다.
동성애자를 사형에 처하는 이란의 법을 피해 영국에 체류하고 있는 페가 에맘백시가 난민 신청이 기각됨으로 인해, 8월 28일 영국 현지 시각 오전 8시에 이란으로 강제 송환될 예정이라고 한다.
세계보건기구와 UN, 미국 정신의학회 등은 ‘동성애’를 정신적 장애나 질환의 일종이 아닌, 자연스러운 성 정체성의 하나로 판단하고 있다. 이란 정부가 동성애를 범죄시하며 심지어 사형에 처하고 있는 것은 동성애자의 보편적 인권에 역행하는 일이라 할 수 있다. 이에 <한국레즈비언상담소>는 이란 정부 측의 각성을 촉구하는 바이다.
또한 페가씨를 이란으로 강제 송환할 경우, 동성애자를 태형에 처하는 이란의 법에 따라 페가씨가 동성애자라는 이유만으로 죽임을 당할 것을 알면서도, 강제 송환을 자행하려는 영국 정부를 비판한다. 페가씨의 난민 신청을 기각하고 이대로 강제 송환을 추진한다면, 이는 국제인권조약을 위반하는 행위이며 명백하게 인권 침해를 자행하는 일이라는 것을 경고한다.
<한국레즈비언상담소>는 영국 정부의 이란 레즈비언 페가 에맘백시의 강제송환 결정 철회를 강력하게 촉구하는 바이다.
영국 정부는 지금 즉시 페가 에맘백씨의 강제송환 결정을 철회하라!
